The Academy of International Affairs NRW, in cooperation with the Paradiplomacy Scholars Forum, will host an online seminar on Brazilian paradiplomacy.
The event brings together leading scholars to examine the historical development, legal-institutional consolidation and contemporary challenges of subnational international action in Brazil. The discussion will address federal dynamics, regional asymmetries and political crisis contexts, while also reflecting on how paradiplomacy engages with global agendas such as sustainability, the Amazon, gender equity, migration and the SDGs.

Dr Marinana Andrade e Barros
Professor, Pontifical Catholic University of Minas Gerais (PUC Minas), Brazil
Professor of International Relations at the Pontifical Catholic University of Minas Gerais (PUC Minas), Brazil. She holds a PhD in International Law from Université Paris 1 Panthéon-Sorbonne and a PhD in International Relations from PUC Minas. Her research focuses on international order and disorder, democracy in Latin America, regional organisations, and paradiplomacy. Her work examines processes of contestation and legitimation in international politics, with particular attention to the Global South.
Dr Cairo Borges Junqueira
Professor, Federal University of Sergipe (PPGRI/UFS), Brazil
Professor at the Department of International Relations (DRI/UFS) and Coordinator of the Graduate Program in International Relations at the Federal University of Sergipe (PPGRI/UFS). PhD in International Relations from the San Tiago Dantas Graduate Program (UNESP, UNICAMP, PUC-SP) with a Research stay at the Faculty of Social Sciences of the University of Buenos Aires (UBA) – PPCP/Mercosur/CAPES. He is also contributor to the Decentralized Internationalization in Focus (IDeF) Extension Project and researcher at the Regionalism Observatory (ODR). He is a Postdoc Fellow in International Relations at the San Tiago Dantas Graduate Program (UNESP, UNICAMP, PUC-SP) and is currently the coordinator of the Thematic Area of Institutions and Global Governance at the Brazilian Association of International Relations (ABRI).
Débora Prado
Fellow, AIA NRW, Germany
Débora Prado is an Associate Professor at the Institute of Economics and International Relations (IERI/UFU) and a faculty member of the Graduate Program in International Relations (PGP-IR). She holds a Ph.D. in Political Science from UNICAMP. She is a researcher at the National Institute for Studies on the United States (INCT/INEU) and coordinator of UFU’s Subnational Diplomacy Research Group. Her work focuses on International Relations, federalism, and subnational diplomacy.

Dr. Joanna Ciesielska-Klikowska is an Assistant Professor at the University of Lodz (Poland), specializing in paradiplomacy, city diplomacy, and multi-level governance in international relations. Her research focuses particularly on German–Chinese relations, the international activities of cities and regions, and the evolving role of subnational actors in global governance.
